Since its inception in 1995, Binary Information Technology Inc. (BIT) has been successfully providing technical services to its clients as primary contractor and subcontractor on four major IT service areas: RDBMS development and administration, Client Support and Web-based application development and maintenance, Telecommunications (LAN/WAN) evaluation and development, and Client Support.

  1. RDBMS Development & Administration - RDBMS development and administration has been the essence of BIT's service since its inception. BIT provides full database-related services to its clients, implementing state of art methodologies to solve the client's data needs. Its primary concentration is in Oracle & MS/SQL database design, development, and administration. At Global One, and currently at the Equal Employment Opportunities Commission (EEOC) and Export & Import Banks of the United States of America, BIT conducted business area analysis of the client's business environment using Information Engineering methodologies and CASE tools. Based on the outcome of this analysis, BIT developed an enterprise-wide data model and constructed RDBMS databases, and provided on-going data and database administration.

    BIT has in-depth experience in the full Life Cycle System Design and Development process of office automation using web and client/server technology. With strong capabilities in numerous information technology disciplines, BIT has provided technical services to application system development from business process analysis to system implementation and maintenance. BIT's services concentrate in improving the customer operation processes using Oracle & MS/SQL and various window-based GUI software languages. BIT has produced Web-based applications for operation on standalone PC, LAN client/server and distributed environment, and has extensive experience in the conversion of mainframe VAC and MVS systems to PC and distributed networks.

BIT performs database administration, J2EE development and Quality Assurance testing for the Bank's new web-based system Exim-Online. Exim-Online allows exporters, brokers and financial institutions to transact with Ex-Im Bank electronically. BIT has supported the Bank in bringing the system online in May of 2006 and continues to develop, test and deploy system enhancements.

Database administrators provide day-to-day operational support of multiple Oracle databases ranging from versions 8i to 10g. Platforms include Sun Solaris, Red Hat Linux and Windows. Support includes software installation, upgrades and patches, database backup and recovery using Oracle Recovery Manager and operating system backups.

J2EE developers use IBM WebStudio to develop EJBs, JSPs and servlets. Reports are written using Oracle PL/SQL.

Quality assurance staff creates, maintains and executes test cases designed to test specific functions described in system documentation. Tools used by both developers and testers include Rational's ClearQuest for defect and change tracking and ClearCase for version control and build and release management.

The BIT Team has been supporting the Equal Employment Opportunity Commission (EEOC) under a series of tasks since January 2000. The BIT Team is supporting EEOC's Integrated Mission System (IMS) initiative, which will consolidate EEOC's stovepipe information systems into a single enterprise-wide, web-enabled system. The IMS Project for the EEOC has been unique, in that development directions have changed during the course of the project. BIT has continued to provide top-caliber support to this project throughout the system development life cycle. The following describes the work that the BIT Team has successfully accomplished throughout the life of this project:

The government desired the development of a software development life cycle for the EEOC based upon the Chief Counsel Information Engineering Life Cycle Model. This was a six-stage model with clearly defined tasks for each stage, and responsibilities, deliverables, and notes for each task. This model is under review and a draft model for EEOC will be provided to the Government for review and comment. This draft model is expected to evolve over the life cycle of IMS, but would produce the framework and formal discipline necessary for all system development efforts for EEOC.

The BIT Team instituted several mechanisms promoting intergroup coordination and communication. Weekly meetings with team personnel ensure all members are aware of tasks, current status and upcoming deliverables. Weekly and monthly status reports provide progress updates, deliverable status, and notable problem areas to the government and BIT I&ET Program Management. Through organization of and attendance in meetings with key stakeholders, the requirements analysis and prototype design effort remained focused on schedule and resource constraints which are critical to meeting project objectives.

Established and managed the Software Quality Assurance (SQA) integrated lab environment designed for supporting the Independent Verification and Validation (IV&V) of the integrated application systems releases; provided coordination for the implementation of the SEI's CMM Level 2 practices on the SQA functions; and developed and maintained the SQA web page.

BIT received a letter of commendation from the program director for the quality of the work performed and also received the award for the follow-up project to develop the production database and applications for the phase 2 part of the Oracle applications of the Equal Employment Opportunity Commission (EEOC) Integrated Mission System (IMS) initiative.

The Phase One of the IMS initiative was to modernize the legacy systems for supporting the EEOC user community in their mission critical management and processing of both the Private-sector and Federal cases, converting the data and processing from UNIX-based platform to web-based and Oracle-based environment. The Phase Two is to enhance the databases and applications to meet new reporting needs and to expand the system database and system functionality for supporting additional and different groups of user community.
