A Encore II is available to DISA, the Department of Defense and ALL Federal Government Agencies. All government warranted contracting officers may place orders against the vehicle.
Q Is it true that vendors can help write the SOW/SOO/PWS, Evaluation factors, and provide a cost estimate to the government?

Q Is there a limit to the size of Task Orders on Encore II?
A No, Task Orders can be as small as several thousand dollars to as large as needs to be to get the job done – there is an overall 12.225 Billion Dollar ceiling over the life of the contract vehicle (5 year base, and 5 One Year Options)
Q What kinds of Task Order Engagements are allowed on Encore II?
A Firm Fixed Price, Cost Plus (Cost Plus Fixed Fee, Cost Plus Award Fee, or Cost Plus Incentive Fee), and a combination of Firm Fixed Price & Cost Plus are allowed. Time & Materials are also allowed, but are not seen as often.
Q Are there small business set asides on Encore II?
A Currently there are not small business set asides on Encore II, however awards made to Small Business Primes on Encore II, the government can claim 100% Small Business Credit for the work done under those awards
Q What type of award criteria are allowed on Encore II?
A Best Value Trade Off & Low Price Technically Acceptable are the two award criteria used on Encore II.
